The project theme for the proposal is \u201cBalladong Heritage Living\u201d. The theme is to be used as a benchmark for project development, creation of the sense of place and setting of social context.<\/p>\n\n\n\n<p class=\"has-text-align-left\">This Development Plan sets a flexible planning framework for the Balladong Project.
